Parly Reform Sinecures

In relation to this same Sinecure the difference between
the first Committee and that second Committee
in the character of whose recommendations so large ample a stock of materials,
with ten years have for the mind Honorable minds to operate upon them
should naturally have made some improvement.
In giving this recommendation the first Committee gave
no reason in for the support of it: why? because none
being furnished by the nature of case, none was to be
found.

But Not but that even were by the book of precedents that grand
and useful substitute to human reason and human
ingenuity in the minds of public men – by the book
of precedents they might have been informed that among
the possible candidates for the office of principal chief Minister, he
whom under his already obtained for him the lucrative
Office of Auditor is not the most improbable. such probably likely to find acceptance.

Thus is was But though they might have been taught, so it
was they were not: and so it was that that recommendation
came was delivered planted, the fact of or the natural fruit of which
the sample did not show itself till about nine years
afterwards.

But the second of these Committees – when
copying instead of thinking, or so much as remembering
of seeing, they thought fit to repeat it happened to them to restamp and
repeat this same recommendation the natural fruit of it
the that first fruit which we have been seeing, was
hanging up close to their eyes.
