<p>Next to the head of "Sinecures and Offices executed<lb/>
 
wholly wholly or chiefly by Deputy", comes the head of<lb/>
 
"Offices executed by Deputy".</p>
<p>Under this head the first observation made is –<lb/>
that "Offices executed wholly or chiefly by Deputy"<lb/>
(for here we come back to the first expression) "should" –<lb/>
what?  what is it that should be done with them?<lb/>
the emolument of those reduced to that quantum which<lb/>
the acceptance of it by the Deputy shows <add>a sufficient, and thence</add> to be the proper<lb/>
one? – No: – but "with as much regard to economy<lb/>
as the Public Service will admitt""  a proposition<lb/>
the more unexceptionable in that the most determinate <add><unclear>insatiable</unclear><lb/>
public money swallower</add> dissipator would <del><gap/></del> <add>feel no more repugnance</add> have no more objection than<lb/>
the most honest trustee of the public to subscribe <add>to subscribing</add> to it.<lb/>
It however goes on to say (saving all just exceptions)<lb/>
that "any Offices that have not duty annexed in proportion<lb/>
"to the Salary should be reformed, and the Salary<lb/>
"suited to the responsibility and labour of the Office".</p>

Parly Reform Sinecures

Next to the head of "Sinecures and Offices executed
wholly wholly or chiefly by Deputy", comes the head of
"Offices executed by Deputy".

Under this head the first observation made is –
that "Offices executed wholly or chiefly by Deputy"
