<p>Several considerations concurr in rendering the question <add>an enquiry<lb/>
into</add> concerning the source of official emolument a necessary<lb/>
concomitant to the enquiry into the quantum of the<lb/>
allowance.  Derived from a certain source it <add>the quantum</add> is<lb/>
susceptible of indefinite encrease, <del><gap/></del> derived from<lb/>
a certain source <del>it is in</del> viz. the same source, it<lb/>
is <add>nearly</add> unsusceptible of decrease:  totally unsusceptible of<lb/>
decrease, <add>except</add> in that which has been shown to be the only<lb/>
