In this case the effect of extra fees will have for their
natural effect the establishment of a sort of auction as
between the customers for dispatch – the highest price offered
will be pocketed by the official person, and the dispatch
given upon the whole not will not be being greater than if here were no fees such
extra fees.

2. If the time taken for giving the extra dispatch be
extra time, and the price be such as the official person
is desirous to sell it for, here the premium for extra dispatch
is at the same time a premium for extra delay.

in general nothing can be easier than so to manage
them) matters are so managed that the Commissioners

A very short practice – the receipt of extra fees in a
very few instances – suffices for the teaching, safe as well as for the suggestion, of this art.

delay is accordingly substituted: and, to avert avert exempt themselves
from the pressure of this extra delay, extra hours being given employed or not given employed⊞ ⊞ ordinary dispatch
under the name of
extra dispatch is
given in return for
extra fees.
