by him been anywhere declared?</p>
<p>That by this <del><gap/></del> Committee they were considered<lb/>
in the light of evils is what I can not hold myself<lb/>
at liberty to assert.  For those evils have for their<lb/>
cause, their manifest and undeniable cause, the<lb/>
taxes imposed upon justice:  taxes under the name of<lb/>
of taxes, and taxes under the name of fees.</p>
<p><add>In any part of this Report</add> Is the existence of the taxes called taxes reprobated?<lb/>
Not it indeed, is the existence of the taxes called fees<lb/>
reprobated?  So far from it <add>On the contrary</add>, the fees are <add>in order</add> <gap/><lb/>
up, and as if it were a surplus flowing<lb/>
in on a full tide, and solliciting the disposing hand<lb/>
forming an encumbrance by the exuberance, <unclear>projects</unclear><lb/>
upon projects are started for the disposal of it,<lb/>
suppose for dignity rewards for merit, <unclear>promises</unclear> of retreat<lb/>
magnificent <del>buildings</del> edifices pillows for repose.</p>
