It is become a
maxim of state
policy, that what
ever may be his
misdeeds, no man
who occupies a certain
rank in the seat
of authority shall
ever either punishment
or so much
as pr reprehension
at the hands of those
by whom in the great
body of the people
punishment is inflicted
without scruple
or hesitation
This is part and parcel of the
unwritten law:
and if in this instance
the existence of the
constitution were certain
of being a mere
factor (for where are the
words of it?) in making
this maxim a maxim
always acted
upon would be one
of the most effectual
and efficient parts
of it.
This is the end with
reference relation to what the
self judicative principle
is the means.
