<hi rend="underline">Wharf</hi>.  It rises so high as to bear grass, and if<lb/>
ever covered by water it can only be at Spring tides<lb/>

on a spot where it could possess in addition to
those securities which are peculiar to the Inspection
House plan, whatever securities are possessed afforded at present
by the Hulks. The spot lying within the jurisdiction
of the City of London in its quality of Conservation
of the Navigation of the Thames, this peculiarity
of intention is the occasion of the trouble liberty I
am taking in addressing troubling your Lordship on the subject business
