Some difficulties in Points of form having The Bill for assigning allotting fresh ground for to the
so long intended Penitentiary House ⊞ ⊞ (a business that can which has already been boast of being beholden to your Lordship for more

idea has suggested itself, of trying the experiment
in the mean time at a reduced expence, and indeed without any encrease
of disbursement on the part of Government at
this been of pressure by a temporary creation
on a spot where it could possess in addition to
those securities which are peculiar to the Inspection
House plan, whatever securities are possessed afforded at present
by the Hulks. The spot lying within the jurisdiction
of the City of London in its quality of Conservation
of the Navigation of the Thames, this peculiarity
of intention is the occasion of the trouble liberty I
am taking in addressing troubling your Lordship on the subject business
It is consists of a sandbank on the Kent side, lying about midway
between Greenwich and Woolwich, about a 1/4 of
a mile above the Sand Wharf called Charlton Land

ever covered by water it can only be at Spring tides

can never operate in any shape not have in any degree the effect of of narrowing
the navigable part of the channel: on the contrary, if
the extending or deepening the channel thereabouts were
now, or ever in future to become an object, the proposed establishment would afford an effectual
means of accomplishing it to any extent. What
I would propose to do is to take so much of it, (to the
amount of perhaps from 150 to 200 feet in width and somewhat
more in length,) as shall appear to lie manifestly out of be inaccessible to vessels,
