In the first place promise is made for the putting
of all other nations without exception upon an equal footing
in respect of and advantage of which, but for this plan
they could not any one of them entertain a hope. It is
therefore with eyes of gratitude, in so far as gratitude
may be capable of having place in minds so situated
it is with eyes of gratitude that the three States have a whose
cooperation is here proposed will be regarded: regarded
by the present generation and by all future ones.
