<p>Within no great length of time, an institution has made<lb/>
 
its appearance, pregnant with a sort of mystery, that <add>contradiction, what <gap/></add><lb/>
requires no small degree of attention to unravel it <add>in the unravelling of which the sagacity of one <gap/> would not have</add><lb/>
been ill employed.  I speak of the sort of Court or Office<lb/>
mentioned for the first time within my observance mentioned<lb/>
in the year 1791 <add><del>on the</del></add> among the projects of the French Constitutional<lb/>

In France where it was first tried, <add>its future was compleat</add> it compleatly failed<lb/>
in Denmark its success has been equally <add>alike</add> <unclear>undesirable</unclear>.</p>

in it in a reflecting mind – a scheme of bare-faced<lb/>
