In the hands of the people at large power self
is therefore incompatible with the existence of government
in any people nation sufficiently populous to maintain
itself, by itself in a state of permanent security.

Not so power exercised by a deputy or say by proxy
power . So far from being incompatible with
the existence of government: this state of things will be seen
to be the of government brought to a state of perfection.

In this state of perfection there is nothing ideal: it may
be seen exemplified and in the American United
States.

So far and so far only as it partakes of and
to this state will the government of Great the constitution of the British Government
Britain be seen to have any claim to the praise which
has been so lavishly bestowed upon it.
