<p>In their fifth of their two Reports, date of this fifth<lb/>
 
Report 14<hi rend="superscript">th</hi> Feb<hi rend="superscript">y.</hi> 1788, <add>p.94, debrets editon 1793</add>, what they say on this subject<lb/>
 
is in these words <add>as follows</add>;  viz. The practice of receiving<lb/>
premiums on the appointment of Clerks, though sanctioned<lb/>
by long usage is unbecoming, highly <del>unbecoming</del> <add>improper</add>,<lb/>
prejudicial to the public service, and ought<lb/>
to be totally abolished.</p>
<p>In those two Reports <add>in</add> the composition of which<lb/>

consist from beginning to end of that sort of<lb/>

<p>In the above sample we have seen the sort<lb/>
of matter that occupies the place of reasons:  expressions<lb/>
strong;  reasons <add>matters strong are</add> not weak, but absolutely<lb/>
none <unclear>investive</unclear>, expressed <add>discharged</add> in the shape of those<lb/>
epithets expressive of ungrounded <add>groundless</add> disapprobation <add>censure</add><lb/>
otherwise <unclear>unreasoning</unclear> epithets, heaped upon one<lb/>
another, followed by a practical conclusion in which<lb/>
<del><add>natur</add> they would have been</del> alone those and others such as<lb/>
any man <gap/> would have been sufficiently<lb/>
implied.</p>
