Take for instance questions concerning quantity,
and questions concerning probability.
The measures taken by which a man takes
of quantities always have been and always will be
more or less always will and must be influenced by
their affections: the measures actually taken by him
for his own use and still more the measures
declared by him for the use of others.
Of two men Take any object whatever, that which
has not been is not capable of being measured, or
has not entirely been not having yet been appears not likely to ever be measured by any of any otherwise
than by conjecture; L. wishes that it may prove
large, S. that it may prove small: who shall say
how many times larger it will be in L.'s account
of it than in S.'s?
Say that in the of their respective bosoms, L.'s fears
may lessen as well as enlarge it: S.'s fears enlarge
as well as lessen it.
In their discourses, under the dominion of
secret interests this uncertainty will not have place. If
it be the interest of L that it be thought to be larger
than it is in reality, larger than in reality it will by
L. be always sure to be represented to be: if it be the interest
S. that it be thought to be smaller than it is in reality, smaller
than in reality it will be S. be always represented to be.
