<p>In the case of service in this shape as in the case of service in<lb/>
every other shape to <del>reduce</del> minimize expense that is to say<lb/>
to reduce it to as low a pitch as it can be reduced to, so as the<lb/>
value of the service may not in a preponderant degree be deteriorated<lb/>
by the reduction, is the precept <add><gap/></add> of obvious utility or<lb/>
the <del><gap/></del> obvious precept of the all embracing principle of <unclear>extolling</unclear><lb/>
the greatest happiness principle.</p>
<p>In particular the <del>pr</del> less the <add>average</add> expence of <add>upon</add> <unclear>each</unclear> functionary, <del><gap/></del><lb/>
the greater is the number that can be maintained of them, and that <add>which maximum<lb/>
number</add> ought to be maintained but for the antagonizing considerations<lb/>
