2 In the next place evident is the advantage in
presenting placing first to view a set of arrangements to with which in
nobody an object before any arrangements be satisfied, before
any arrangements with which it may happen to many to
be dissatisfied, arrangements the necessity of which will be
universally admitted before then the necessity of what
neither is nor is ever likely to be universally admitted.

But to come to the point at once, had this been the method
pursued by the Gentlemen in question what would have been
the consequence? Not that the plan gave both extraordinary security which
by their wisdom they regard themselves as being afforded
to both the constituted authorities on both sides
would have in their Code laws stood after been
posterior posterior to the plan given to the securities afforded
to all alike, but that no plan at all or the Code
would have been to be found for it. Such is the usefulness
