Parl. Reform B.I. Within Doors

Kings with sufficient to overbear all other all present sinister influences.
Therefore independence as against him the important least of probity.
Independence, as against towards King and casual low seducers
dependence as towards competence in so small a degree.

Creation of intelligence being so little in the power
of the legislator legislature
and creation of probity be in so
great high a degree in the power of the legislator legislature, with this
latter let us begin.

But why talk to us about probity? On this occasion Probity is
the word we are used to – whi the word we are used
to is independence.

Answer – Because indepen as between probity and
independence, probity is the very end or ultimate object in
view: independence, not: independence is of no value but
as a step to, and security for, probity. The object as to him is
that in all his conduct throughout the whole course of his
service his conduct be promoted directed to the promoting the best
interest of the whole community people. To be independent
is to be in a condition such a situation as enables him to direct his
conduct to the promotion of what interest and whose interest
he pleases: his own particular and sinister interest if he pleases, or
the any other interest that is being distinct from is liable to be
opposite to that of the community at large.

Yet on this occasion independence is the article word we continually
and almost exclusively hear spoken of as the name of
the object to be aimed at and kept in view. Why?
because from the earliest times the source species of corruption
and undue dependence almost exclusively looked to is
that which has its source under the throne. Could but a
mans independence be secured as against the grand corruptor,
the King, probity in every other shape it was supposed,
would follow of course. A man who was corruption-proof The probity which should show turn out remain itself
in the case where the power force of corruption is
by so much the stronger than in any other, would could find no
difficulty it was supposed concluded in resisting the torrent flowing from any other minor and
less abundant source.
