The reward offered held out by the King cannot be
received but through by the hands of the Junta and
by their order. The penalty imposed prescribed and settled ordained by the Junta,
and to the profit of the Junta, not only may⊞ ⊞ by him who takes
upon him to pay obedience
to the Kings order, as
above, be paid
back is paid by him, being exacted by the Junta beforehand
in the first instance before – aye long and long before before the remuneration money or any part
of it is or can be received, and this too in a double
proportion in those cases in which after all
no remuneration money is received.

Which shall As between these conflicting forces,
both acting together on the mind which it is that shall in the event predominate, and
determine conduct, depends it is evident upon the
magnitude of the sum in question, on each side, combined with the
probability of its being received or paid: received
in one event, paid in the other.

Unfortunately of what that which is required to be paid
the payment is certain as to about one half of it, and not only certain but
antecedent to all possibility of receipt: whereas of that
which, if anything is to be received, the receipt
is not only in every case instance uncertain depending upon
the intricacies of procedure &c. the concurrent wills of three out of the those four great characters,
but in every instance to an indefinite
degree remote.
