In the case For the benefit of Mariners, for transacting the business
of Greenwich Hospital, Power as hath been seen was deemed necessary to
be given to the Treasurer for the appointment of Deputies to act for him
at the Outposts within England in Great Britain; power was deemed
necessary to be given by Parliament.
In the same case for the like purpose for the
purpose of acting in the various stations places out of Great Britain abroad where
in which Vice Admiralty Courts are to be found stationed, like powers are
by the same high Officer, without having been given by
Parliament, exercised, it seems – habitually exercised.
Positions correspondent to those mentioned brought to view under
the last head last preceding, present themselves again here.
For taking care of the rights the payment of one set of men the class of the country's official defenders can persons on the
spot be less necessary than in the case of the other class
of men?
And moreover, if the necessity be alike in both instances,
