To Ld Sidmouth

Spite of all endeavours to compress it, this address
has already swelled much beyond the bounds which in
prospect were assigned to it. An A remaining observation A query or two, which I
or two will however serve to close it would beg leave humbly to submitt to the joint consideration of Your
Lordship and Mr Vansittart may serve to close it.

1. Not only in a prison but anywhere but in every other receptacle place
in which human beings are kept in a state subject to rule intended to be kept under rule
want of inspection is the undesirable and even acknowledged
cause of what everything that is amiss: –
and still, my Lord, is an uninspectable prison to
be preferred to an inspecti inspectable one?

2. As to the prison is it so itself is it sufficiently clear that by being rendered
in the first instance inspectable, it would be rendered
in case of inconvenience resulting from such inspectability,
incurably unemployable habitable? be thereby rendered incurably unemployable?

are they in prospect

pernicious, that it
would be worthwhile
to bestow at this time
£200,000 pounds
worth of public money

4. As to the once appointed Jailer, is it so sufficiently clear, that,
before the service could be rid of him, he would so prodigious
have done so prodigious a mass of mischief, that £200 would be the mass of mischief done by him, that
over £200,000 (the least amount of the difference between
the cost of a Panopticon and that of a Non Panopticon
prison) £200,000, paid to a certainty and in advance,
besides is some number of years postponement of the
expected for the Panopticon itself there would unlimited amount of the by nor reformation⊞ ⊞ and all for hope lost of addition to be made to the reforming establishment
in the same matchless spot foregone, plus the
amount of the by-him – ever – plainly abhorred compensation money
plus the recorded breach of public faith, would
be well bestowed f worthily employed in securing the country against
the possibility of it?
