To Ld Sidmouth
Spite of all endeavours to compress it, this address
has already swelled much beyond the bounds which in
prospect were assigned to it. An A remaining observation A query or two, which I
or two will however serve to close it would beg leave humbly to submitt to the joint consideration of Your
Lordship and Mr Vansittart may serve to close it.
1. Not only in a prison but anywhere but in every other receptacle place
in which human beings are kept in a state subject to rule intended to be kept under rule
want of inspection is the undesirable and even acknowledged
cause of what everything that is amiss: –
and still, my Lord, is an uninspectable prison to
be preferred to an inspecti inspectable one?
2. As to the prison is it so itself is it sufficiently clear that by being rendered
in the first instance inspectable, it would be rendered
in case of inconvenience resulting from such inspectability,
incurably unemployable habitable? be thereby rendered incurably unemployable?
