Judges unpunishable

The more you have given him, the more he has to buy
of prosecution – to buy off and hire witnesses, to hire, at the most
animating prices, the ablest and supportive defenders of villainy in all shapes by the
tongue that the market furnishes. In a small salary the effect of small
addition will may not in this way case be perceptible. But when you come to large ones, it
may be plainly perceptible. + + Sent as in question In theory there are degrees in the safety security money you
give a man against punishment. But in practice in the under
in those situations in which most mischief can be done, under
matchless constitution, the security is infinite: the more money
of money you give him situations there are in which what with
money, what with power which is to be bought hired for money as may
it to be had for power. In Certain crimes situations crimes there
are which so far from being punished can not be so much as prosecuted
for but by impeachment: and impeachment is a mode
of prosecution which can never more have place.(a) Every man therefore
who for his favorite crime committed in the most effectual manner
can no otherwise be punished than by impeachment, can not
be punished at all: he is above the law. Alls of Westminster
Hall Judges, in so far as they not fifteen in number acting as such are above the law: all Lords members of
the House of Lords acting as Judges, are above those who are above
the Law. The Chancellor is above those who are above those who
