all law every where: and under these two heads may every thing
that belongs to law — every thing that can be said on the subject
of law — be included ranked.

Rights, of the nature of
good, obligations of evil.
Object to maximize rights
& minimize obligations, but
only by obligations, can
rights be conferred, still
aggregate of rights may be

Rights are of the nature of good: obligations, of
the nature of evil. In so far as the greatest happiness principle
rules gives direction — the endeavour of the legislator will be to maximize
the good, to minimize the evil: thence it is that in the
order of consideration right the first place is claimed by rights

So far as the aggregate of obligations are the subject matter, the object is
to minimise it. True: but, otherwise than by means of
obligations no rights [can be conferred or created created and conferred] can be
brought into existence: still however not so entirely
connate are they and inseparable, but that the aggregate mass
of rights remaining stationary or receiving encrease, the aggregate
weight of obligations may be diminished.
