spend the money, took a fancy to part with
his note, then would the same piece of paper,
which at one time was hoarded, be at another
time circulated; in which case the money employed
in the original purchase of it would not be sunk.
Thus would the matter stand, if the mass of Notes
taken out – whether with a view to hoarding
or to circulation, or to both – by one set of
individuals – had no other dependance or
depended for its actually getting into circulation in the
cas so much of it as within a given period came to
be tendered brought to market for that purpose – upon the contingency
of its meeting with another set of individuals,
ready to accept of it with the same views.
On this supposition, true it is, there would have
been matter of room for contingency to operate. But
by Art. 14 (if that article be allowed to stand as
part of the plan) all contingency is at an end.
