<p>But in the first place in those cases the use it<lb/>
was of were in an extreme degree inadequate to the purpose.</p>
<p>In the next place, in so far as it was of use, it was<lb/>
no <gap/> of use than in so far as it tended to the applying<lb/>
but with a degree of efficiency deplorably inadequate, the power<lb/>
of which for the same purpose application is made in a direct<lb/>
and explicit manner:  and with the utmost force that belongs<lb/>
to it namely the power of the Public Opinion Tribunal.</p>
<p>1.  That it is <add>altogether greatly</add> inadequate <add>far from adequate</add> to its purpose is manifested<lb/>
by universal experience.  Separated by ordinance, the <del>men</del><lb/>
several classes of functionaries are united by corruption, as<lb/>
above.</p>
<p>2.  In so far as it is of use it is by means of the<lb/>
influence <del>or the</del> that is by the apprehension of the <add><del><gap/></del> continuance <gap/> that work</add> department<lb/>
of the Public Opinion Tribunal that it is of use.</p>
<p>Of this separation, one effect is – <hi rend="underline">publicity</hi> – more or<lb/>
less publicity given to everything that is done:  but to establish<lb/>
publicity is in effect to give <add>establish</add> an appeal and that a<lb/>
instant one to the Public Opinion Tribunal.  This effect<lb/>
is a sure and constant one.</p>
<p>Another effect is casual and incidental.  When<lb/>
the power is thus decided between different <unclear>sets</unclear> disagreement<lb/>
as to the power that belongs to each is a natural consequence<lb/>
especially when the demarcation is made in an imperfect<lb/>
manner as in every instance has been more or less the case.<lb/>
The more indistinct the demarcation the greater the probability<lb/>
of such disagreement.</p>
