On Sec. Peel's Police Salary-raising Speech

But ulterior means have been suggested by the ingenuity
and nor to be with appropriate effect are to be applied
the application of them is to be secured by the wisdom and
virtue of the task and pursuit so of all future Ministers.

When Lord Sidmouth was in Office to his genius the security
presented itself which the wisdom of his Right Honorable successorfind in the palace of genius

Well then – this security if such it be – why not
employ along set to work in conjunction with the wisdom the binding power of Parliament
in affording it! To this a question thus which seems to have some
claim to an answer – but no answer is to be found.
