<p><head>&sect;.  Influence of Monarchy on the state of Judicature.</head></p>
<p>In a Monarchy – <del>corruption</del> on the part of the Judges<lb/>
corruption has place universally:  on the part of <add>almost</add> all Judges<lb/>
at all places at all times:  corruption, practiced upon<lb/>
the largest scale, and with <del>perfect</del> impunity, and<lb/>
assurance of impunity:  <del>of</del> impunity <add>perfect</add> as against<lb/>
<del><gap/></del> punishment at the hands of the legal sanction,<lb/>
and to a vast extent as against punishment at<lb/>
the hands <add>even</add> of the social sanction.</p>
<p>From <add>At the hands of</add> the Monarch, and those who are in favour<lb/>
with him, every man for himself and all those with<lb/>
whom he is connected in the way of interest or sympathy<lb/>
– every man, and and the Judge whoever he is<lb/>
as much as any man, has everything to gain,<lb/>

in every one of their shapes, and in every one of<lb/>

by corruptive influence there are certain lengths<lb/>
