1823. April 29
Constitut. Code

Prodigious is the quantity of mon public money a man
may receive – receive and in a certain sense convert to
his own use if he will can best content himself with their receiving it
by any hand other than his own: prodigious in proportion
the power he may thus exercise, prodigious the degree of
servility and business he may thus limit himself with,
prodigious the contribution he may be able to make to
the treasury of public mischief and misrule. No part
of the money thus received going being seen to go none perhaps nor
actually going into his own purse, the consequence is – that
to any amount the praise of disinterestedness in may be
attached to the course career of the selfishness rapacity thus
the praise of independence to the a course the most abject and persevering
of the most abject presience dependence. This or that shape
expected excepted in which in his own particular interest, he may
for any number of years been with any signs of activity,
a supporter of misrule. Still as of all this, money he has
obtained he has never been seen to put in the act of any in his own
pocket, he still he reserves the reputation of immaculate
parity must be less his, and that parity immaculated.
To every succeeding administration each profession a different
and opposite set of principles he may thus have sold
the universal interest sill as no part of the money has been can be found in
seen to have gone into his own pocket, his character reputation is
not the less immaculate. If in his from this
be any imperfection, his head not his heart is the declared pronounced to be
the seat of it.
