Constitut.

All government being but a chain of evils in the best government
the art and habit of doing evil that good may come, thus it is
that for the exclusion of incomparably greater acts it interest
of the greatest number subject many to guard value and with the interest
and support with their utmost strength those which advise
government which had the greatest happiness for its object
would be an evil of no small magnitude and pressure.

But under the like proposed form of government there is no
need or use of any such expensive remedy.
