In the first place a proposed penal Code – in the next place a proposed
Code. Submitting to you these in the to Penal
Code this is what I have to offer you.

The service works I not offer are but the filling up of
those which you have approved – if any Backsliding on my part no apprehension can be

Laying before you Submitting to you these works, I shall but compleat the
service you have already approved. Backsliding you can
