Sinecures

Abolish, diminish or Abolish useless offices,
Abolish diminish emolument or encrease time of attendance
No abolition of or diminution of emolument no encrease of labour can
advantageously be made without at the expence of existing
interests: i.e. no diminution of emolument but at the
expiration of the possession of the present possessors.
For loss of patronage no compensation, patronage being a Graft
Sinecures &
Of Occupied places reduce abolish the emolument after death of cessation of possession partial possessors
persons of aristocracy 1. Deputy's Salary, 2. Pay of correspondent officer
thence of deficiency of time of attendance – attendance of correspondent officers.

In one enquiry what ought to be the tendency consideration
is, the proposed absolute or eventual practical result

Torment given to possessors – Causes of it, the over powerful patrons, viz.
1. King who to give £1 would deprive his successor of 6.
2. Lawyers, Judge & Co who expecting encrease resist compensation
on the present footing.

of enquiry: if bad, to if good to those that it is good, one
prevent it from getting worse.

In an every enquiry into the state of the nation country in
respect of the mode in which the business of government
is conducted, the stile sole leading consideration, and that one
which ought on no any occasion to be lost sight of suffered to drop out of sight is what
in the different aspects which it may suppose be such an enquiry to
present, is or ought to be the annd thence would be practical result?

In one point of view this caution indication is altogether
obvious: so compleatly manifestly obvious so tha the very mention
of it may seem nugatory. I mean that in which so far as the
tendency of this consideration is to give extension to the
field of inquiry.

But there is another point of view in which the application of
it seems is perhaps not quite so obvious: I mean that in which
the tendency of this consideration is to limit and narrow
the field of inquiry.

Of all enquiry, especially when backed by coercion authority,
vexation is either to a certain or a more or less
probable result: vexation viz. on the part of the person of to
whom the several questions are addressed: in whom no labour attached
to the rendering of this
service to the public is
imposed. Vexation at
any rate: and not unfrequently
to this vexation
is added another burthen, expence: unavoidable and unreimbursable expence.
