Art. By the addition of responsibility, abuse
of power, in one word tyranny, may be excluded, and
in this Code is excluded in p two Subdepartments in
which it has hitherto been regarded as necessitated by
the nature of the case. These are the Army Subdepartment
and the Navy Subdepartment: more particularly
the Navy. The means whereby the responsibility is
produced is the publicity: notification made to Superordinate
authorities of every exercise given to the favour positive
power in the several situations. In the Navy Department
their special arrangements are rendered the more needful
by the in comparison of the Army Subdepartment
by reason of the isolation whi resulting from
the separation between the of each Ship and
that of every other.

has place in the case of a Monarch and an Assembly
even in that of two Assemblies as in the Anglo American United States and
Constitution and its , and in that of a Monarch
and his Assemblies as in the English imitation, results
the enormous delay, and the enormous evil pr
which is the produce of it.
