other assumption than<lb/>
the <add>compleatly</add> corrupt state of<lb/>
that portion of society<lb/>
by whom alone, redress<lb/>

a government of tyranny<lb/>
or of reason,<lb/>
whether in the conduct<lb/>
of government considerations<lb/>

he can to imagine that<lb/>
engagement <add>under the circumstances of it</add> which could<lb/>
