that is to say maximization has been given — to misdecision in so far as to the particular and thereby sinister
interest at the expence and by the sacrifice of the only abovementioned legitimate interest
ends service has been, or has been thought to be thereby rendered: of delay
and expence, in so far as, means have been found and employed for the extraction of profit, to the legislators in question
and persons specially connected with them by the case tie of interest
self regarding or sympathetic, out of the expence: of the
vexation the production not having in general non otherwise than by accident
among the ends aimed at, but without having been aimed
at having all along been produced, by th evil by the
same causes whereby the delay and the expence have been
produced, the delay having been found or converted into a source of additional
and correspondent expence: and thence maximization
of delay including within itself maximization of expence
