Proposed ) Cruelty
No better reason can be found for delaying justice
than by this [might seem] for denying it altogether
Even to the guilty the
suffering from this delay
is so much evil expended
in pure events
But suppose the individual guilty, what then? include of
being no good whatsoever suffering he experiences is so much not as much
so as if he were innocent, in any every supposition but that of its contributing
lessen the quantity of suffering capable of being produced in future by offences
of the same kind, or at the h offences committed by the individual.

So far as regards other persons considered as being under the temptation to offenders
But what the to this effect, whatever is suffered in this secret way not being known
has no operation: it is therefore so much known suffering produ
expended in waste. Note then the inequality whatsoever may be the assumed standard of culpability and counter that the
burthen of it is just as likely to fall upon the least guilty as upon
the most guilty. Over and above the suffering inflicted on him under
the name of punishment the quantity thus inflicted upon the most atrocious malefactor may be no
more than a day, upon him whose offence is most recent six months all but a day or twelve months.
