The Constitutional Code was Bentham's final major work, which comprises his most important statement of his theory of constitutional democracy. It was a massive project which he did not complete, and which he addressed to 'all nations and all governments professing liberal opinions'. He had hoped to see it adopted in Portugal, Greece, and a number of Latin American countries.
The first volume of the Constitutional Code was published as a volume of The Collected Works of Jeremy Bentham in 1983, edited by Professor Fred Rosen.
