Hard-labour Bill - Supplemental hints and Observations

With a view to eccomomy, I will venture to pro-
pose a plan of punishment, which though alto-
-gether the same with that which is the object of
the Bill may go hand in hand with it, being
to be effectuated partly by the same means, and
grounded on the same principles.

of this institution some will/could be malefactors by profession,

others men of different trades and employments
who have subjected themselves to the censure of the
law by the occasional deviations, from integrity.
