I asked for something 'easy' and this is what I got! I gave it a go.

There are a great many additions and deletions on this page.  There are also several marginal notes, which do not seem to be in linear order.  I don't know where the first two paragraphs of marginal notes belong, so I have included them after the first paragraph.  The other two I have included where Bentham's symbols indicated they should go.
I don't know where the first two paragraphs of marginal notes belong, so I have included them after the first paragraph.

After the crease in the paper, there is a line and it is unclear to me how Bentham wanted the text ordered.
There was also a marginal note that did not have a corresponding symbol in the text.  I assumed that Bentham says "from Majesty" to indicate that he means for the note to be inserted after the word 'Majesty' in the text.

After the crease in the paper, Bentham uses a line with some text partially circled to indicate an addition. I was not completely sure how much of the text he meant to include in the addition.

I asked for something 'easy' and this is what I got! I gave it a go.

I don't know where the first two paragraphs of marginal notes belong, so I have included them after the first paragraph.
