In a word;* the declaratory part of a Law, whether divine
or human is not not to define what is good or evil, in
our author's sense of the words: — if indeed
he affixes any determinate sense to
the words but what is hereafter to them: —much less is it to give the qualities of good or evil; but
be lawful or unlawful; i.e. permitted its business is <add>simply to declare what is hereafter to</add>

may fairly conclude: that as the wisdom of
all Legislatures, whether human, or
divine, is or ought to be employed in
discovering what actions will produce
happiness, what misery to the Society, over which
