J.B. to Portugueze Cortes

☞ Not employed.

Portugueze Cortes! Worthy rulers because faithful
Servants
of a regenerated people! Worthy rulers,
only because faithful servants!

Our correspondence is a singular one. The
eyes of the civilized world are upon it. world's eye is upon it. It belongs to history It is an
useful, it is an instructive one. It will belong to
history. I continue it.

Once already I have put your young virtues to
the test: they have stood it nobly. One trial test more shall remain.
This Letter is the first instrument in it. It commences with this letter. Hear once more this sound
never to be forgotten phrase. Greatest happiness of greatest number, and sole and
sole all comprehensive end of government! On this as on every occasion, by this standard be each
particular arrangement be weighed and measured.

I have shown you the self-sacrifices you have would pledge
yourselves for by the adoption of it. You have not
shrunk from them. I have shown you how by by this standard if
you adopted it adopted by you you would be tried. by it. Yet after this You have
adopted it notwithstanding. notice you have adopted it. You have pledged
yourselves once more for the sacrifice self-sacrifice and after this you have done so
nearer view of it. One thing more is remains wanting for the
consummation of it: this done operation gone through your trial is at end. Accept
at my hands accept in all its details, a Code
of law and that an all comprehensive one gone into dictated by and throughout shown to be dictated by
consistency of a detailed application made of that principle
through the whole extent of that field.
