<p>For preventing effective<lb/> corruption, i.e. joint<lb/> performance of the <lb/> sinister sacrifice,<lb/> sole means minimizing<lb/> the quantity &amp; value <lb/> of the matter of corruption<lb/> in Chief functionaries,<lb/> with the application<lb/> of counterforces<lb/> as below.<lb/> This the Interest of <lb/> both that the quantity<lb/> and value if it be maximized.</p>
