I have no difficulty in giving it as my decided opinion
that if the Plan proposed by that Gentleman is
adapted and carried into effect infinite and
incalculable advantages will arise to the Public not
only by a very considerable diminution of the enormous
expence at present incurred but in the Improvement
of the Morals and in the future utility of the Convicts
who may be placed under such an Establishment.

"Proposals for a new and less expensive mode of
"employing and reforming Convicts to-gether
with the Outline of a new Plan of Construction
for a Building adapted to that purpose.
