3. As In regard to the last of the above three branches little
need be said. The money being already in the
shape of Annuity Note paper yielding an interest
to Government so long as it is in the hands
of Government all the depreciation on regard to the
conversion of it into that shape are out of the
question here.

Under the existing plan In the present state of things, much anxiety
has every now and then been entertained to prevent
the current this or that subordinate Officer of expenditure from
getting inordinate sums. By way of interest into
his hands: under the proposed plan, the money being
on the shape of paper, Note Paper retains its interest
to Government, so long as it were is in the hands of
any Officer or Officers listing it on the account of
Government, whither it be the former of disbursing
it when disinsured on account of Government rests
with this or that Officer will make in this respect
no difference: though the quantity spued from the
Exchequer to this or that Officer upon this or that
revision should happen to be more than sufficient,
in other words it be excessive, it would
be no matter not only the temptation to produce
the remits, but even the mischief if it the excess
it produced would be in the proposed state of
things, be removed. done away
