propriety, these reasons
apply to all other
Colony-holding Governments:
England with
its Hindostan not excepted.
Yet as being beneficial
to the ruling
few, the dominion unless
broken by Revolution,
will be maintained
by both parties.

of misrule is the share
given int he representation
to Creolia. A security
they could not be,
unless they could
bring the hemispheres
into contact.

aptitude will be deficient
in both, so far
as regards correct and

The dominion-claiming
Proclamation, they
will join in echoing
"Subjects" for whom "indignation"
and "terrible
"effects", are prepared. By
this they will more probably
be irritated than
intimidated.

nurtured in to imposture – the
Constitution founded on
it, this may pass; in Creolia
not.

flocking from Creolia to Madrid, by a
secret Committee of

so in Spain, all
sham. The Spanish
part of the Constitution
would be poisoned by
the Creolian.

thus flow in, without
penal laws.
