This Memorialist, <del>having been a severe sufferer</del><lb/>
<del>for these five years by the <gap/> ill success of</del>
<del>the</del> in the humble hope and endeavour <del>of</del><lb/>
to put a <unclear>period</unclear> to the train of <unclear>uncertain</unclear> ideas and<lb/>
disappointment, under which he has been labouring<lb/>
for so many years <note>and as a means of rendering any such provisional approbation as Your Lordships may be pleased to bestow in the choice of any particular spot <add>conclusion</add> final <del>and effectual</del> and in that view a <del>and</del> for the purpose of knowing <add>before hand</add> how far any such <hi rend='underline'><foreign>prima<!-- circumflex --> facie</foreign></hi> approbation as <del>Your Lordships may be pleased</del> <add>may ever</add> to be bestowed upon the <gap/> of <del>this or that</del> <add>any</add> spot may be regarded as <del>conclusive</del> <add>decisive,</add> and such as he may <del>be permitted</del> to <add>be warranted in</add> rely on <del>for his <gap/> and support as a ground for his providing <add>and exertions</add> in relation thereunto</del></note> thinks it incumbent<lb/>

the several preliminary points following, viz:</p>


<p>1. Whether, in the case of any such lined as<lb/>
Marsh Land / of which there are large tracts<lb/>
without any <del><gap/></del> Villa or considerable dwelling<lb/>
House thereon or in the near vicinity thereof, on<lb/>
both sides of the River between the Isle of Dogs<lb/>
and Woolwich) if, <del>it were</del> in the opinion of such<lb/>
Surveyors as aforesaid such land might be purchased,<lb/>
<del>without any</del> <gap/> the said intended Penitentiary House<lb/>
erected thereon, without <del><add>other</add></del> detriment to the Proprietors,<lb/>
other than what <del>the case</del> <add>such</add> purchase-money as might<lb/>
be awarded by a Jury would make adequate compensation<lb/>
<add>for,</add> and without affording any annoyance<lb/>
to the inhabitants of <del>any adjacent</del> <add>the nearest or any other</add> Villa, Country House,<lb/>
Town or Village it would be Your Lordships pleasure<lb/>
to make use of the <hi rend='underline'>compulsion</hi> powers of compulsive<lb/>
purchase <add>given by the said Act,</add> for the obtaining of such ground in the<lb/>
principal part thereof.</p>

upon him: humbly to pray the decision
