Defence or Preface for Fragment

whoever suppose that the same lawyer who has been heard barking at arbitrary power would not, in a different term of the
ends been heard speaking in defence of it, is a simpleton .

That accordingly of Not only the monster Reform, but in account of
the suspicion entertained of his being relation of the monsters

them: provided always that, in the case of the canal,
the beauty of the prospect be not touched.

is not only resisted as an innovation absurdity, but felt as an
injury: and that the more extensive extensively and beneficial
the improvement promises or thereabout to

of the country in their hands.
