Mr Bentham's Penitentiary
Plan

Mr Bentham's Proposal being scarce incapable capable
of abridgment, must be allowed for the
most part to speak for itself. An unpublished but A printed
Copy of it printed but the same in substance
as the original abovementioned, accompanied
with a few with only the addition of a
few notes is added in given in the Appendix
to this Report. †

As to economy, the annual expence upon which
in New South Wales upon the Colony plan will never be again,
(of the apprehension of Your Committee should be realized be well
grounded) be so little as £45 per head,
which on the original plan Penitentiary
could not would never in according to the estimation of Your Committee
have been so little as £28 a
more than head more than twice as much which
at that time on the Hulk Plan, (deducing
the value of the Labour according as valued by
to the valuation of the Superintendent himself)
