Letters of lodgings are already subjected
to this sort of obligation in its full extent in
the case where the lodger is an alien: and
even in the case of natives they are already
subjected to it in respect of various heads
of information: in the latter instance indeed
with no other view than the facilitating
the collection of taxes imposed upon the lodger,
but in the former instance with the same
view for the same purpose as is here in
view. The principal point to adjust would
be to what authority the information should
be convey'd furnished for the police purpose here in
view.
