In the year 1776 came out his first publicn
entitled "A Fragmt. on Governmt." On this occasion borrows
the phrase from Dav Hume regarding himself as amply
warranted in making use of it by a philosopher the most
eminent of his day the idea of happiness being in his mind
constantly connected with that of Utility & not suspecting that
it could fail of being so in any other this was the
denominatn he on that occasn employed, that phrase
of Priestley's by which so strong an impressn had
been made upon him not having presented itself
to his view as having ever been employed in giving denominatn.
to a principle. In this work the use made
of it was the endeavour to procure for it reception
in the character of a fundamental principle of governmt
in preference to the fiction stiled the original contract.
Great as was the name of the author, for that
author was John Locke this fiction was not capable
of blinding the eyes of a mind rich by
the use made of it to the purposes of lawyer-craft
had from the time when at the age of 16 he had
heard it lauded while sitting at the feet of Blackstone
been an object of abhorrence. He grappled
with it & threw it to the ground from whence it
has never since ventured to rear its head or
say from whence no man has since ventured
to take it up & give support to it.

In the year 1781 was committed to the press his
"Introd. to the Princips. of Morals & Legislatn." it was
not till the year 1789 that it was brought into
the state in which it now appears in regard to
completeness and not to sale. In this work keeping
pains & pleasures all along in view in the character
of the principal materials of whh. the structure
of the human mind is composed he undertook to
frame the first inventory that had ever been
attempted to be framed of the sort of articles
called Motives.
