with reference to the money, they are what this their name<lb/>
imports: but with reference to their seats, they are <add>in the condition</add> among<lb/>
the Ins. They therefore <add>accordingly</add> participate in the feelings of the Ins.<lb/>

people excite in the breast of the Member of the Outs, as well as <add>Opposition as well as in the Ministerial breast</add><lb/>
in that of the Member of the Outs: of him whose station is on the<lb/>

right hand of that same seat of dignity: the only difference is that in the<lb/>
one case the sentiment is always open, in the other case, at the suggestion of<lb/>

II. Outs are Ins pro tanto

The situation in which the Outs are placed is a mixt and
variegated one: it has hill and dale in it the part which they have always had to act, and
which they accordingly have been acting is a double one.

Outs

The situation is which the Ins are placed is a simple
one: it is all eminence. Within doors Immediately beneath them and within doors they behold
their continually subject, yet still exciting adversaries: adversaries
who, though never other than powerless, can never
either be exterminated or put to silence: without doors, they
behold the whole body of the people, in their language the lower orders, the mob, the
populace, the multitude, the swinish multitude: that multitude
who in their eyes are not only objects of contempt, but of contempt
avowed and without disguise.

The Contempt is the sentiment which the great body of the
people excite in the breast of the Member of the Outs, as well as Opposition as well as in the Ministerial breast
in that of the Member of the Outs: of him whose station is on the
left side hand of the Chair, as in that of him whose station is on the
right hand of that same seat of dignity: the only difference is that in the
one case the sentiment is always open, in the other case, at the suggestion of
prudence, covered.
