For J.B. Bowring to Torreno.

The Cortes not being sitting you will judge whether any
other encouragement could be so proper and efficacious, as
a letter from the Minister of Justice saying by his Majesty's
command desiring him to undertake the work. The only other
competent authority is that of the Legislation Committee: and from
such a body such an application could scarcely be expected.
But before any thing of this sort is done you will judge whether it might perhaps
be advisable that the his above-mentioned work
should be translated and the translation published. It would
make but a moderate-sized pamphlet – and you will
judge whether there can be any doubt but that several persons
– and in particular Mora would be ready to undertake
it. In the same of the United States the whole was published
in some of the Newspapers.

If this is done and his work is taken for the basis
of the Spanish body of Spain's penal and civil law, nothing can be more natural
than that it shall likewise be taken for the basis of the
body of Portuguese, and for that of Neapolitan law: they
will have no more to do than to do by those branches
what they have already done by that of the Constitutional
branch. But if without taking B.s for the basis the Committee
in the first place and the Cortes ultimately give
out one of their own, theirs will in Portugal and Naples
have his to contend with: and what in that case what sort
of a figure it is likely to make may be seen in the figure
which the Draught of the Committee of the French Assembly
or a subject of the Judicial Establishment makes in his
work on that subject: the those works of his that were sent for
the Spanish Cortes were much about the same time sent for to the
Portugal and Naples for the Portugese and Nap Neapolitan Cortes's.
