Purposes — the preventing
litigation & ill blood
by bringing to light
such sources of ill
blood as may have
remain unexplained
all powers necessary and requisite for obtaining
in every case, the whole body of obtainable evidence in
its most instructive and trustworthy shape, being
supposed established, together with all obtainable
adequate means of giving execution and effect
to the opinion and correspondent declared will of
the judge, that which on this occasion is aimed
at is the doing that which can be done without
preponderant evil towards putting an end,
not only to litigation but to ill blood on every account
between the parties, by bringing to light
all on both sides whatsoever sources of ill blood may
happen to remain unexplored.
