Radicalism not dangerous
III. Experience II Ireland
3 § Reform indispensable causes
9
Behold here the
quantities on which
reform depends
1. Value of the matter of
corruption
2. Number of the expectant
sharers
Here then are the two elementary quantities on which the
substitution of good government to misgovernment the new emancipation
of the p community from the system of corruption, and
misrule depends: namely the number and power of the persons who
are partakers of in the special interest and the quantity of the
mass of the objects of general desire operating upon their mind affection/appetites
in the character of the matter of corruption. |
10
Not till after deduction
of the expectant
sharers the number
of the leading politicians
non-expectant is greater
decidedly greater
than that of the
expectant sharers
can reform take
place.
Whenever If ever
the number of the sharers in this special interest should be so
great with relation to the quantity of the matter of corruption
be so great w as that after deduction of those whose conduct
is determined each of them by the contemplation of so many shares a share in the
m corrupting corruptly operating/corruptivity mass there should remain a decided majority
not the whose conduct is determined not by the contemplation
of a share in that same corrupt mass but in the contemplation of their
share in the universal interest, then and not till then will
the emancipation take place
11
On the proportion
between these quantities
will the time
of reform depend
The acceleration or retardation of this same auspicious
period will therefore depend upon how quantities — the
number of the person sharers in the special interest, on the one hand and the
quantity of the corruptly corruptivity operating mass on the other
12
Such the operating
quantities, such the
correspondent operative
events accelerated
by every subtractive
form, retarded by every
addition to the corruptive
mass: accelerated by
every addition but retarded
by every subtraction
from the number
of sharers in the
special interest
Such being the operating and antioperating quantities correspondent are the operating and antagonizing events or states of things. The arrival
of the auspicious period is retarded by every addition made to
the corruptedly operating mass; it is so accelerated by every
defalcation made from it, it is retarded by every defalcation
made from the number of the parties members of the
political class sharers in the special interest: it is accelerated
by every addition made to that same number
